According to the constitution, the Scientific Council consists of chairman (Chairman of the institute), deputy for research and technology –as the vice-chairman and secretary of the council – other deputies, heads of research centers, heads of research groups and one to three faculty members, both inside and outside the institute.

Considering and approving short – term, middle – term, and long – term scientific plans, supervising progress of scientific and educational projects, approving scientific publications and evaluating internal journals, examining structural development plans to offer to ACECR' board of trustees and determining the policies of the institute to interact with educational and scientific centers at national and international levels, within the rules and regulations of the country, are among the main activities of the council.
