According to the constitution, the Scientific Council consists of chairman, deputy for research and technology –as the secretary – other deputies, directors of research centers, heads of departments and one to three faculty members, both inside and outside the institute.

Considering and approving short – term, middle – term and long – term scientific plans, supervising progress of scientific and educational projects, approving scientific publications and evaluating internal journals, examining structural development plans to offer to ACECR' board of trustee and making policy principles of the institute to interact with educational and scientific centers in national and international levels are among the main activities of the council.
